The metropolitan mayor for Greater Manchester has criticised the Scottish government for imposing travel restrictions without consultation. This highlights the need for a full federal constitution, so that there is more co-ordination between the constituent elements of governance. Over the past twenty four years, governance in the United Kingdom has been transformed, but, as has so often been in the case in the past, these changes have occurred without a strategic plan. The coronavirus pandemic has revealed the necessity for systematic and planned co-ordination between the nations and regions of the United Kingdom.
And, while we are on the subject, doesn't Scotland need regional government ? Are the needs of Dumfries the same as thiose of Kirkwall ? Or those of Lanark the same as those of Rothesay ?
